Purpose
The 22nd Basic Intelligence Law Course (BILC) will be held 10–14 August 2026 at TJAGLCS, Charlottesville, Virginia. This 4.5-day course is designed primarily for judge advocates and civilian attorneys who are new to the field of intelligence law and who are assigned—or pending assignment—to a billet advising on intelligence and intelligence-related activities.
Prerequisites
This application is required for all DoD military or civilian members wishing to attend the course. If you are from a sister service, you should also coordinate with your service’s training point(s) of contact.

Security Clearance
The course will be conducted at the SECRET and TOP SECRET//SENSITIVE COMPARTMENTED INFORMATION (TS//SCI) levels. Attendees with a SECRET clearance are eligible to attend the first four days and will out-process at the end of the day on Thursday, 13 August 2026. To attend the final day, applicants must have an active TS//SCI clearance with all appropriate compartments.
Notification of Selection
Students selected to attend the course will start receiving emails from ATRRS on or about 7 July. The email will be followed by a Welcome Memorandum for the Course.
Seating & Waitlist Policy: This popular course regularly fills to capacity. If applications exceed the available seats, priority will be given to attorneys who are new to intelligence law and have not previously attended the BILC. Remaining applicants will be placed on a waitlist.
