(U//FOUO) USNORTHCOM FPCON Baseline for CONUS is set to FPCON BRAVO, with BRAVO measures 1, 7, 9, 10, 11, 12, 13, and 16 mandatory.
Assessment: The USARNORTH LEIB assesses that the threat from homegrown violent extremists (HVE) is greater to both law enforcement and DoD Personnel than transnational terrorists coming to this country to conduct attacks. Because of their ability to remain anonymous until time of attack, access to weapons, ability to blend into a community and inspired by previous attacks resulting in a high number of fatalities, radicalized homegrown violent extremists with antigovernment views will continue attacks on soft targets and targets of opportunity.
