15-25 July 2025
PLEASE NOTE: THIS APPLICATION IS ONLY INTENDED FOR U.S. FEDERAL AGENCY ATTORNEYS FROM OUTSIDE THE DEPARTMENT OF DEFENSE. If you are an attorney within the Department of Defense, DO NOT fill out this form; your application through this website will be disregarded without notification. All DoD attorneys who wish to register for this course must contact their unit training coordinator for enrollment through the Army Training Requirements and Resource System (ATRRS).
Description: This two-week course provides foundational instruction in federal government contract law for entry-level U.S. government attorneys at installations, Army Materiel Command, and comparable contracting activities. The course covers the statutory, regulatory, and policy authorities applicable to government contract law, including the Federal Acquisition Regulation, authority to bind the government, contract formation, contract administration, bid protests, and contract disputes.
Prerequisites: This course is limited to Active Duty, Reserve, or National Guard component military attorneys or civilian attorneys employed by the U.S. Government with two years or fewer of government contract law experience. Individuals who have completed this course within the three-year period immediately preceding the date of this course are not eligible to attend.
Applications from outside federal agencies meeting these criteria are welcome; however, due to limited class size, priority is given to Department of Defense attorneys.
Location: This course will occur exclusively in-person at The Judge Advocate General’s Legal Center & School, Charlottesville, Virginia, subject to the direction of the Commanding General. All attendees will be required to provide their own computer or digital device (e.g., laptop, tablet, etc.) capable of accessing JAG University. Please ensure you are able to meet these technology requirements before registering for this course.
Applications:
1) All Department of Defense personnel shall apply for this course through the Army Training Requirements and Resources System (ATRRS). Your training coordinator for your command or agency can determine if a seat is available through ATRRS. If your organization does not have available seats, students must enroll on the ATRRS waitlist. Applicants who do not meet course requirements may be removed from the ATRRS waitlist by the course manager to ensure qualified applicants are afforded an opportunity to attend the course. Once enrolled, students will be notified via ATRRS.
2) Non-Department of Defense personnel may complete the course application via the link at the bottom of this page to apply for enrollment on a space-available basis. On the form, indicate that you are a Non-DoD applicant. However, please also include your Reserve/Guard information if applicable, even if applying in your civilian capacity.
