The SOLO will develop Brigade, Battalion, and equivalent level commanders of all components the ability to properly exercise their quasi-judicial role inherent in the special court-martial convening authority attached to that level of command. SOLO instruction is designed to enhance legal knowledge, develop and promote judicial temperament, and refine the officer’s seasoned and experienced judgment informed by the legal and moral principles that form the basis of the Constitutional republic which the Army serves. Topic areas include the myriad legal and policy responsibilities and issues that fall within the authority of installation, brigade combat team, and other O6 and O5-level commanders assuming special court-martial convening authority and summary court-martial convening authority, including the Uniform Code of Military Justice, investigations, military and civilian personnel law, fiscal law, national security law, and soldier benefits. Specific legal and policy issues, while important, are only how command teams develop their ability to apply legal principles and judgment to facts and circumstances in consultation with their legal advisor(s).
