These training videos, 'Fundamentals of Fiscal Law,' present instruction on the basic legal concepts pertaining to:

  1. The fiscal controls of purpose, time, and amount;
  2. How to operate during a continuing resolution or funding gap;
  3. The funding of construction projects; and
  4. Operational funding fundamentals, security cooperation, humanitarian assistance, and domestic operation funding;

NOTE: ADK recorded these videos for posting in 2021. The dollar thresholds for unspecified minor construction have since changed, please see FY2024 NDAA, Sec. 2802. Additionally, the FY2023 DODAA included a provision, Section 8039, that provides authority to use operation and maintenance appropriations to purchase items having an investment item unit cost of not more than $350,000. DOD subsequently issued interim guidance regarding this increased threshold.
