Remarks delivered on April 21, 2023 by Professor David M. Crane for the Sixteenth George S. Prugh Lecture in Military Legal History, at The Judge Advocate General's Legal Center and School, Charlottesville, Virginia. Professor Crane served over 30 years in the U.S. government as both an active duty Army lawyer (retiring as a Lieutenant Colonel) and then in the Senior Executive Service as the Director of the Office of Intelligence Review, Department of Defense. He then was appointed by the Secretary General of the United Nations to be the founding Chief Prosecutor of the Special Court for Sierra Leone from 2002-2005, and later served as a member of the faculty of the Institute for National Security and Counterterrorism, a joint venture with the Maxwell School of Public Citizenship at Syracuse University.
