Purpose
The DOMOPS course is designed to introduce Judge Advocates and Paralegals with a foundational understanding of the legal frameworks governing Defense Support of Civil Authorities (DSCA), Homeland Defense (HD), and other domestic based military missions. The curriculum includes foundational principles and the law and policy surrounding current events, including civil disturbance, sUAS, border security, and disaster response. As an introductory survey, preference for this course will be given to Judge Advocates who have not attended before or are assigned or pending assignment to a role requiring advice on domestic operations or DSCA missions. This course also serves as a Judge Advocate General Corps supplement and does not replace the Defense Support of Civil Authorities Phase I or II Courses.
Prerequisites
This application is only required for ACTIVE-DUTY Army Judge Advocates and Army civilian legal personnel. National Guard, Reserves, and all Sister Services (USAF, USN, USMC, and USCG) should enroll directly through their service training manager; no application is required.

Deadline
Army Application Deadline – 27 February 2026: Army Active Duty and civilians must submit the application NLT 27 February to be considered. Completing this Course Application does NOT guarantee you a seat in this course.
Security Clearance
Because several blocks of instruction will be held at the SECRET level, all attendees must have an active SECRET security clearance.
Notification of Selection
Students selected to attend the course will start receiving emails from ATRRS on or about 6 March. The email will be followed by a Welcome Memorandum for the Course. Unfilled seat allotments will be filled from the waitlist beginning 6 March 2026.
