Important Transition Information
The Army is discontinuing the Blackboard learning management system and is moving to the ATIS Moodle learning management system. As a result, the FY25 Comptrollers Accreditation and Fiscal Law Course on JAGU Blackboard will close on 30 Jan 2026. Your options are as follows:
- You have the option of completing the course on JAGU Blackboard by 30 Jan 2026 (enrollment closes on 16 JAN 2026), OR
- You can enroll in the FY26 course on JAGU Moodle beginning on 16 January 2026. Note: Your work in the FY25 JAGU Blackboard course will NOT carry over to the FY26 course. If you enroll in the FY26 course, you'll be starting the course anew. Course progress/grades will NOT transfer.

Course Summary
This course provides resource managers with a survey of the statutory, regulatory, and policy authorities governing the commitment, obligation, and expenditure of appropriated funds. This course is NOT intended for attorneys or designed to provide continuing legal education credit for attorneys. This course meets the mandatory training requirements for the Army’s Comptroller Accreditation Program for CP11 and FA45 personnel, and is listed in the DOD Financial Management Regulation as an appropriate source of training for DOD fiscal law accreditation. The course was developed by the Contract and Fiscal Law Department, The Judge Advocate General's Legal Center and School (TJAGLCS), Charlottesville, Virginia, and is presented online through JAG University, TJAGLCS. The course is NOT associated with other fiscal law courses that may exist within other DOD organizations, such as fiscal law refresher courses offered by the Department of Navy or the U.S. Army Corps of Engineers. JAG University DOES NOT provide certificates of completion for non-TJAGLCS courses.
